Why mandatory ticketing policy?

On a recent snowy day, on his way from school to work, my son was driving down one of Michigan’s well-engineered dirt roads and hit an icy patch. He ran off the road and hit a tree. Fortunately, he did not even suffer so much as a bruise, while the car did suffer. No one else was injured or even inconvenienced due to this unfortunate incident.
